RCEDC’s experienced staff proactively works to secure incentive packages to grow your business in Racine County. Tax Increment Financing (TIF)

For projects located in a Tax Increment District (TID), the municipality may choose to provide an incentive equal to a portion of the taxable property value added as a result of a project. Job creation and capital investment are considered by the community when determining level of assistance.

Tax Reinvestment Program (TRIP)

For projects located outside of a TID, the Tax Reinvestment Program (TRIP) may be used to provide an incentive equal to the municipal portion of the taxable property value added as a result of a project. Job creation and capital investment are considered by the community when determining level of assistance.

Low Interest Financing

Business Lending Partners (BLP), a division of RCEDC, specializes in processing and servicing a variety of loan programs in Racine County. BLP is committed to business growth and community development by providing alternative financing options for:

  • Land and building purchases
  • Building construction
  • Machinery and equipment
  • Furniture and fixtures

Community Loan Programs

A variety of community Revolving Loan Funds (RLFs) are available to growing businesses with financing needs. Business Lending Partners administers some of these RLFs throughout Racine County, the City of Racine, the City of Burlington and the Village of Union Grove. These are direct loan programs that partner with a loan from the customer's financial institution to create a financing package that overall offers:

  • Reduced cash equity requirements from the business
  • Reduced interest rates on the RLF loan
  • Flexible loan terms on the RLF loan

To qualify for an RLF the company typically needs to be creating or retaining jobs in the community or providing some other community benefit.

SBA 504

Additionally, BLP is licensed by the SBA to do SBA 504 lending throughout Wisconsin. The SBA 504 loan program partners with your financial institution to create an attractive financing package to benefit your business. Working together with the SBA and our lending partners, we are able to provide growing businesses throughout Wisconsin with affordable, long-term, fixed-rate financing to expand operations and create job opportunities.

Your Financial Institution typically provides 50% of the funding needed

The SBA 504 Loan provides up to 40% financing with a maximum dollar amount of: $5 Million; or $5.5 Million for most manufacturing companies or projects that meet SBA’s energy goals

The Business Owner typically provides 10% equity towards the total project cost.

High Impact Loan Fund

High value, high impact projects associated with investment and job creation or retention may qualify for the County’s High Impact Loan Fund. The Loan Fund provides businesses with 0% interest loans to be paid back over a period of time. Contact us for more information.
