Racine County continues to see a robust demand for housing. Collaboration between Racine County, RCEDC, local municipalities, and developers has resulted in almost 4,000 new housing units announced or under construction in Racine County, providing more housing options for Racine County residents and talent considering relocation to the area. Several housing developments are adding new phases while others are nearing completion.

Once home to the Horlick Malted Milk Company in Racine, WI, J. Jeffers & Co. are transforming the iconic 16-acre site into Belle City Square, featuring residential, commercial, and hospitality spaces. This ambitious development aims to redefine Town Square life in Racine.

 Progress Updates:

  • Belle City Square comprises 313 units across The Arabella, The William, Avenue North, and Avenue West.
  • The mix of adaptive reuse and new construction buildings are part of Racine’s newest Live.Work.Play neighborhood.
  • Leasing is underway on all four buildings. Offerings include studio, 1-bedroom, 2-bedroom, and 3-bedroom apartments.

Breakwater 233 Apartments by Hovde Properties offers a unique living experience at the heart of a vibrant community. Connected by a green space corridor to the lakefront, marina, and downtown Racine, the apartments feature stunning views.

 Progress Updates:

  • Breakwater 233 provides upscale living in Downtown Racine.
  • The 203 unit, 5 story apartment building offers a variety of studio to 3 bedroom units.
  • Construction started in February 2023 and is expected to be completed for the building to open in August 2024.
  • Leasing is underway at breakwater233.com.

Courtyard at Cobblestone Park by Sawall Development is located just fifteen minutes from Racine in Sturtevant.  The development provides affordable living in charming neighborhoods with manicured lawns and tree-lined sidewalks.

Progress Updates:

  • The 12-acre multi-use housing development consists of seven buildings and 228 multi-family units, including ADA units, in addition to two retail buildings.
  • The developer – Sawall Development – broke ground in the fall of 2022 and opened the first building in September 2023.
  • Upscale luxury apartments – Units include studios to 3-bedroom units.

  • The first phase included 280 units.
  • Phase two construction is underway with 80 additional units.
  • Units include studios, 1 bedroom, 2 bedroom, and 3 bedroom.

 Progress Updates:
  • Wangard Partners initiated the development of Tivoli Green in 2019 with leasing starting in the fall of 2020.
  • Phases I and II include 278 private entry market-rate apartments.
  • Phase III construction is now underway and includes 180 units, both private entry apartments and townhomes.
  • Units range from studios to 3-bedroom, 2-bath layouts. Units are available for lease as construction progresses, with all units expected to be completed by year-end.
