Oak Wine & Spirits is bringing a new tasting experience to downtown Waterford—offering self-serve wine and beer stations, premium spirits, and curated small bites in a relaxed, upscale setting. Owners John Palmer and Rebecca Vanwormer, both experienced local business owners, are combining their strengths to create a welcoming destination for both casual visitors and enthusiasts. With support from RCEDC and lender Jay Cashmore at Community State Bank, the pair secured Revolving Loan Fund financing with just 15% down, helping turn their vision into a reality.
RCEDC helped secure a Revolving Loan Fund (RLF) for Modern Aesthetics Skincare to purchase a new MOXI laser, replacing outdated equipment and expanding the clinic’s advanced skincare offerings. Owned and operated by Cala Newholm, a licensed esthetician with over a decade of experience, the clinic opened in 2022 and offers personalized treatments to meet a variety of skin care needs.
In 2018, after a full kitchen renovation, Spanky’s began serving their now-famous thin-crust pizza, which, along with other homemade favorites, helped cement their reputation as a neighborhood staple. By 2020, the Allens purchased the property they had been leasing, but demand soon outgrew the space. With carryout orders booming and long wait times becoming common, a larger facility became essential to meet growing demand and streamline operations.

Flitz International contacted RCEDC to secure a low-interest, low-downpayment equipment loan. In addition to the $200,000 loan, the company also applied and received a Racine County matching grant.
ProHealth Care plans to expand its services in the Waterford community by building a clinic at the west corner of Highway 36 and Highway 164.
Construction is underway on the mixed-use Waterford Lofts, a 28,200 sq. ft. project at 506 E Main Street. The project is a partnership between the Village of Waterford, Wisconsin Redevelopment Group, and Milwaukee-based Selzer-Ornst Construction Company.
The Wisconsin Economic Development Corporation (WEDC) recently awarded the Village of Waterford $250,000 as part of the Community Development Investment (CDI) Grant program. The grant will go towards construction of what will become the Waterford Lofts, located at 506 E Main Street.
With infrastructure improvements completed and development plans in place, the Village of Waterford and a few of its local businesses are utilizing RCEDC resources to spur recent development activity.

INVEST IN RCEDC
RCEDC’s mission is to grow Racine County’s property tax base by supporting business expansions and providing employment opportunities to Racine County residents. In 2024, RCEDC staff were able to facilitate 71 projects that included comprehensive site selection, loans, grants, and incentives resulting in $749 million in expansion projects and/or new developments. RCEDC’s Loan Committee and Board of Directors approved $9.7 million in loans and $136,120 in grants to facilitate this private investment.
