New General Mills Facility to Anchor Additional Caledonia Development

Nearly 1 million square feet of industrial development is planned for the DeBack Farms Business Park in the Village of Caledonia.

Franksville, WI – During the next several years, nearly 1 million square feet of industrial development is planned for the DeBack Farms Business Park in the Village of Caledonia. Scannell Properties, headquartered in Indianapolis, plans to develop a 65-acre site in the park over three phases. The first building, totaling 323,000 square feet, is expected to be completed by December 2021. A General Mills warehouse and distribution center is planned to occupy the first building.

“General Mills is proud to be an active member of the Milwaukee community for over 20 years,” said Orric Browning, plant manager for General Mills in Milwaukee. “The new Caledonia facility allows us to add warehouse and distribution capacity to better service the Milwaukee plant and broader business needs to make more of the food the world loves – and needs – right now.”

DeBack Farm’s proximity to the Milwaukee facility, speed to completion, and ease of access to I-94 were important considerations for the company. General Mills will work with a third-party logistics provider to operate its facility.

“Just over 5 years ago, the Village of Caledonia, Racine County and Wispark partnered to create the DeBack Farms Business Park to attract new development to Racine County,” said Jim Dobbs, Caledonia Village President. “Now, we are pleased to work with Scannell and General Mills to facilitate further investment in the Park, resulting in new tax base and jobs to benefit Southeast Wisconsin.”

Preliminary plans from Scannell Properties show construction of building two by December 2023 and building 3 by December 2025.

“The area is highly desirable for warehouse and logistics development because of its proximity to distribution routes and strength of the industrial market. We appreciate the County’s stewardship in bringing this development to fruition,” said Tim Elam, managing director, Scannell Properties.

The Village of Caledonia Board of Trustees approved an incentive to Scannell Properties at its March 15, 2021 meeting. This incentive will offset infrastructure costs for road, water and sewer improvements. Funding for the incentive is delivered through the Village of Caledonia’s tax increment district (TID) #4 on a pay-as-you-go basis for a period of 10 years. Total assistance from the Village is estimated at $3.8 million.
